I thought about this and I don't think it is as easy as saying it's decriminalized. Many lawyers would have to draw up new legislation, new regulations for law enforcement, social programs etc. So, I feel the best is to get it right the first time and legalize, then offer pardons retroactively for non aggravated charges. Now with Harpers bill C-10 current charges under "aggravating" circumstance is subjective, so pardons will take time.
