This "User" will come up to web developers and web designers, ask them to do work for him, then he slowly decreases the pay... and lower.. and finally you're doing it for free. He rips everyone that he does business with off. He ripped me off a few hundred dollars for the bit that i did for him.

If this is true, why in the world would you allow the price to be lowered? You set a price, and that's that. If he tries to sweet talk you into a lower price, it's YOUR choice to accept or decline.

You say he ripped you for a few hundred dollars. How exactly did that come about? Did you give him your work before he paid you?
