Estibot - Site Status Disallowed or Not Resolving

When I look up domain evaluations on Estibot, sometimes I get information that says the Site Status is Disallowed or Not Resolving. Could someone please explain what these two terms mean and if they would be a reason not to buy a domain? Thanks very much in advance for any answers.

To decide whether to buy a domain basing on estibot, is pretty bad idea.
