In short: Without traffic, you won't get legit clicks.
You need to get traffic somehow, which means you need something worthwhile to get people there (Unless you own _____.com that people will just go to by type-ins).
Second, once there, the people need a reason to click. Usually the best reason is they are interested in the topic. So how do you expect to get people interested enough in a non-targeted ad to actually click?
Sure, it sounds easy, but this is usually the method folks use when they're shooting for fraud clicks (And they end up losing the $ and hurting everyone who uses adsense content legitimately.).
