.US for non-US residents

Does any reliable provider give European customers the opportunity to register a .US by providing a local admin-contact as loophole around the law that a US address is needed? I know of several registrars who provide local addresses in countries where it is needed, but I haven't seen any registrar that does it for .US domains.

AFAIK there is no real loophole. You could find someone to become the registrant on your behalf but that means you would not be the legal owner.
The nexus are a bit vague on the bona fide presence requirements imo, but I wouldn't take any chance. I think the best is to incorporate a local company for that purpose, it can be done for $$$.
If Neustar finds you are not eligible your valuable domains will be dropped like video.us
