The wording is at best confusing. It (now) says may be unable to auction... (whatever that means) and also says it applies to those designated premium by registry and then goes on to talk about the $75. So hypothetically an .icu designated as $16 premium, even though renewal is standard at less than $10, would be ineligible, or may be, as I read it. Or a club at $20 premium renewal is ineligible even though all .io that carry about $50 renewal are fine.
I also am amazed they ask people to submit on a website that is not https.
Does someone know who does the selection and if they have any expertise in ngTLDs?

I personally decided to skip this year any submission of my new gTLD names there. If they want to get there some good new gTLD names with non-premium renewal fees, they should contact domain investors with some ideas/proposals, and not vice versa.
What's the current ratio of .com to ngtld sales?I agree. If they want new tlds in the auction they need to work for it, otherwise they will have a very boring .com auction with few sales.The future is .global, .club, .xyz, not dated tld like .com.
I think you are only likely to see those from registries or associates.It should be more, but quality ones (great keyword + extension combos)!

Millenials do not like .com, the like new tld.
