There was an argument lately about whether it was legal for foriegners to register .it has it belongs to Italy.

Apparently, it is rumoured that you have to live in Italy to legally own the .it domain.

Are such rules also existing for other countries?

It's true in TOS, not rumour. Yes, you need to check them one by one.

For .it you just need to be EU resident (individual or company).

Each country has their own rules. Some are very open, some are kafkaesque.

And for every country that requires citizenship, there is a registrar in that country more than willing to skirt the rules by offering you a "residence service". :)

Lots of non-Canadians have .ca's that they shouldn't have. Same goes for .us in fact. CIRA who watches over .ca has been doing a bang-up job lately of catching them and cancelling their domains - great for us catching them every Wednesday!

So the lesson here is - yes you probably could register restricted cctld's but eventually they might end up taking it away from you.

Skirt the rules when there isn't any saying you can't do this or that? :D

Well not quite. I know at least one country where you have to apply in person with ID at the telecom office :)
