Even though backlinks from other higher PR sites helps increase PR, it is not the only item that determines a site's page rank. Other factors also come into play such as the uniqueness of the site, amount of content, as well as content relevance. After looking myself, the site does seem to indicate it has a PR of 3 determined using several checking tools. I also happened to notice the site is hosted by google sites. Whether or not that has any impact on it's rank I am not sure. But with it having reference to some sort of conference in 2012 that took place about 50 days ago... I am thinking that site must of had some sort of publicity at some time during that conference which might be the reason for it's PR of 3? But with it being a conference, when the conference is over, it becomes old news. So there is a chance the PR could decrease in the future and Google just hasn't updated their PR scores yet. The site does have 1 inbound link from a reputable site according to Alexa which is jhi.com which has a google PR of 5. Depending on how reputable jhi.com is to google could have a pretty good impact on jhiconferencevancouver2012.com's PR.
