Do bounced private Whois emails violate ICANN?

I'm trying to contact a 1and1 domain owner and the privacy protection email is bouncing. Name.com is another privacy email that bounces.

It seems to me this is the equivalent of an invalid whois since the email is basically fake. Has anyone ever reported this to ICANN? The complaint page actually mentions privacy whois...

I'm wondering if they'll turn forwarding on for that domain if they get a complaint sent from ICANN.

GoDaddy and Namecheap privacy forwards to the registrant, as they all should.

You should first try contacting the Registrar for your complaint. Normally, they will contact the domain owner and ask him to update his whois data.

It's a domain with privacy. I don't know if 1&1 is automatically bouncing it or if it's bouncing because the forward to email they have on file is bad.

I don't have anything at 1&1 or I'd check myself. I tested it with a domain at Name.com that has privacy (and a valid email on the account) and they auto bounced it instead of forwarding.

Either case, you should contact the Registrar or the Whois Privacy Provider first, before you contact ICANN.

ICANN is just a committee of people wearing business suits who attend meetings and stuffs. They generally cannot solve your problems, and will relegate your issues back to the Registrar. The Registrar will then advise these bureaucrats if there is a valid case to suspend the domain. In fact the Registrars can suspend the domain without permission from ICANN, since the rules are stipulated on your domain registration agreement with the Registrar.

Report it. If I have to have a functioning contact email, I think they should, too.
