.mobi Best development/devloper of .mobi?

I am considering having one of my best .mobi's developed professionally now. The site would have to recognise the area the visitor was accessing the site from. Is this possible through ip addresses etc? I don't really want to know how, as it will surely be above my level of understanding with development, but I would like to know if it is possible that a .mobi site could recognise where a visitor is located (pref globally but on a local scale) and then react accordingly.

I believe this may be an extremely ambitious project and was wondering if anyone here knew who the most experienced mobile developers were, and also if there were some examples of the most complex .mobi sites?
