I did not have Rapidshare membership but everyday 9.9 EU is being transactioned from my paypal account. Latest transaction occured just now. How can i stop this?

There has to be a subscription if they are "taking" the money out automatically. Look at the payment, click view, click subscription id, and click cancel.
I dunno about paypal for I don't have an account and it's not possible for us here in the Philippines, anyways, but I use other like egold, and clickbank, is there any way that you can create another account and transfer all your money from the previous one to the new one? is this supported? if it is then do that to avoid unnecessary charges. not unless you initiated it or allowed it somehow.

also another heads up the said site is being abused by hackers/exploiters and upload their keygen clients on it many have been victimized on orkut.com community.
As has already been pointed out they have no way of automatically taking money from your account without some sort of subscription or using paypal pro. If it is a proper error contact paypal and tell them that you did not make those transactions and they should cancel them and refund your money.
The only other thing that may have happened is your account may have been hacked and used to make the payments, if this is the case Rapidshare should be able to tell you the usernames the payments are for.
