What should RPM be?

For my "good" domains that produce a CTR of 20% or more, I'm getting RPMs of $25 to $300. However, on domains with less than 10% CTR, I'm lucky to get $2.00. My average overall is only $8 bc/ a lot of them have low CTR (yes I know I need to develop)

Question: Do these numbers seem "normal", or should I expect a larger RPM regardless of CTR?

Again wondering...

Simpler question: what should revenue per 1000 visitors be on a keyword site? Your actual experience with actual parking companies would be great. Or a general answer.
