What are premium and non-premium?

Not sure if there is already a thread here but if not can anyone post a list of premium, semi premium and non premium letters?

If possible also give comment on the best letters, maybe each list above can be posted with the best letters at the top of the list and going down in order of "wantability" (just made that up)

Premium : A, B, C, D, E, F, G, H, I, L, M, N, O, P, R, S, T
Semi : J, K, U, V, W
Non Premium : Q,X,Y,Z
