That is the standard reading, and there is good reason for it - all quad premium LLLL.coms were extinct for two years before the buyout while those with one non-premium of your choice were available for most of that time.

But that is for English, and other languages are online more and more so it will change some. And it is a gradation - not all premium letters are equal by any means.
