Don't all registrars charge for domains?

i mean its charged the renewal even for domains with off auto renewal.

Did you pay with PayPal? Could be a pre-approved payment issue. You'll probably have to cancel that through PayPal yourself.

They'll refund you. Just ask support at Hostpapa.

It happens a lot with registrars that are basically hosting companies. Once you make a payment by PayPal a recurring payment gets set up by PayPal. Look for recurring/subscription payments in your PayPal account and cancel them to prevent this from happening again.

While you at it, check for any other registrars you have on there.

It's annoying and usually has to do with their backed. It's not programmed to cancel these auto payments from their end on change of autorenewal settings.

Like I suggested, just open a ticket at HP and they'll sort you out.

Btw, they don't actually charge you, your subscription at PayPal basically initiates a payment to them.
