Unable to accept the rules for making new for sale thread?

Hi, Tried to post a new domain for sale thread in the offers forum and was told I need to accept the rules first. However there seems to be a bug because when I check-off the box that I read the and accept rules and press submit it does not appear to work. Tried many times. Now what?

In addition to the earlier post I also asked management (as suggested by a Mod) but no reply yet.

Anyone know what to do regarding this apparent bug?
