First, you did not read that 471 page pdf.

The other stuff you posted doesn't refute it's 3%.

A car mechanic is there to fix all kinds of problems with cars. Putting in a new motor might be 3% of what they do, at the same time bring in a lot of money. Are they there primarily to put in new motors? No.
