Question from a newbie about a PPC idea

Hello,

I am in the process of developing my first domain, and have some questions about PPC advertising. Once I get enough traffic, is there anyway to manually set up PPC contracts with specifically targeted sponsors? In other words, I would like to integrate relevant hyperlinks into blogs and other information rich text dialogue on my website, so that users reading my paragraph can have the option of clicking on links within the text that redirect them to a specific sponsor site. The links would be straightforward (not deceptive), and could theoretically drive major traffic to affiliate websites and benefit everyone. The end user would benefit from the relevant referrals, as would myself and the owner of the sponsor hypertext-link. Is there any third party PR or marketing companies that specialize in forming these sort of agreements? I do not seem to have any luck with traditional PPC strategies, like adsense and others that just place random advertisements in the margins that people just seem to ignore. I would like to take advantage of a good solid website with original material and lots of traffic without just sitting on the sidelines hoping someone will click on a banner once and a while. My ultimate goal is to increase my CTR to something meaningful, so that I can eventually turn high traffic into something meaningful. I'm not sure what kind of sites you have, however it may be worth looking into signing up for some affiliate programs. Google & Yahoo pay a lot more than the competition when it comes to PPC.

Well my ultimate goal was to develop a website that offers links to other websites of a few various categories (i.e, tubesites, dating sites, fitness, etc), and allow users to give feedback ratings of them on a 5 star scale (similar to youtube's rating system) and maybe post a few comments. I would like to list links to sites that would agree to participate and pay a small Price Per Click, and this way participating site owners could benefit from exposure, increased traffic, and ideas of how to improve their websites and see what better rated competitors are doing. I would not expect everyone to participate, but it would be a good opportunity for smaller websites to gain some insight and exposure, as people would be more likely to click on links to sites that they have never visited or heard of before as opposed to those such as youtube....I just don't know how to go about setting up a contract or PPC agreement in this manner.
