I have been thinking of purchasing the above website from a colleague.

The purpose would be to amalgomate all public information on the company Ramada Hotels, and to create a strategy plan for their expansion into the Indian market and certain states.

Even though this is a non-profit information based venture, I wonder whether there are any TM or Copyright issues? And as to whether there is any value to the address, and whether there is a maximum price I should be paying.

I would think twice about it.
Ramada + hotel = TM.

The domain is already infringing (sponsored ads for hotels)...

A question that may be interesting in this is whether there is any different jurisdiction over foreign domains. i.e. the .co.in

The hotels would require a trademark agreement for the territory if they don't have a global one already right?

It seems Ramada are doing business in India (see http://www.ramadapowai.com/ and http://ramadakhajuraho.com/), so they have a common law trademark in India, I believe. They might have registered their trademark in India too.

They could almost certainly take possession of ramada.co.in via the INDRP process (see http://www.inregistry.in/.IN Domain Name Dispute Resolution Policy (INDRP))

So if you built a site on this domain and then the domain got taken away from you, you'd be in an inconvenient situation. For this reason, why not think of another possible domain to use--preferably one not including the word "Ramada".
