Need Proposals for a domain sales site

Okay this is probably going to be a bit vague but hopefully we can get it pinned down...

I'm looking for someone to build a nice, simple but professional-looking domain sales site for me. It will be for endusers who may have little-to-no-knowledge of domaining. I will need separate pages for particular market niches (eg, online shoe sellers, book sellers, rug sellers, etc). And I want it to function in two ways:

1) When I contact endusers with a domain for sale (by email, for example) the site will be listed as my business, and I will invite them to visit the site for more information and/or to purchase the domain.

2) I'd like the site to (eventually) show up in search results for endusers looking for names for online businesses in the areas I'm listing names for.

So... it needs to function as a sales site for names in particular niches. And it needs to have some info/advice on how to buy domains for online businesses - anything and everything that would be of use to the buyer who is new to buying domain names. What do they need to know to feel confident and comfortable making a purchase - esp of a name that may cost anywhere from low xxx to high xxxx or more (tho most names will be in the under $1000 category).

I'd like to see examples of recent work related to this project. Budget is ... you tell me what it will cost and we'll go from there.

so, you are looking for someone else to build out your entire design concept and site plan? What are you giving people to do this? I do not see a rate. What hosting resources do you have presently? Who will adminster the site from day to day and in crises?

Do you intend the person forwarding the proposal to be involved in the operations? because those assumptions factor into the site development and marketing. What is the compensation for that? And you want them to do this only after they've "qualified" by giving you examples?

End users means a community, so you'll need a forum or a content manager to collect reg data. How will you attract that? Do you have existing resources and contacts? The newsletter feature can be formulated to respond to groups by industry name or assigned category for a given keyword type name.

Critical content [info/advice on how to buy domains for online businesses - anything and everything that would be of use to the buyer who is new to buying domain names] should be the startup for sites end users so new namer owners do not feel stranded.

Thanks for the questions. I'll answer them in order...

I should point out that I know nothing about development or running a Web site. But I need to get something like this up and running and I will learn as I go. I don't have all the details worked out because I don't know enough about it yet. I'm looking for someone I can work with - for a reasonable fee of course - to get it done.

I have no idea what something like this costs. Perhaps when I find out I'll need to scale it down - or perhaps not.

Yes of course I want to see samples of similar prior work prior to contracting for the project - does that not go without saying?

It will be a site for endusers (mostly small to medium sized business owners who have or want an online presence) to come to: 1) to get some education on buying the right domain, and 2) to buy domains in niche categories. I don't see it as a "community" per se or why a forum would be necessary. This is probably more than I need. But a way to collect contact data for a newsletter would be great. I don't know what you mean by a "content manager to collect reg data" - what is that and why might I need it?

I have a small list. But it works like this: I contact endusers with a possible interest in a domain. I invite them to visit the site to find out more and/or buy the domain. Once there, I get their contact data for the newsletter. Does that make sense?
