Need Web Designer to Build a Corporate Site

I need an HTML/CSS/Graphic Designer to build a new Corporate website for my software development business. I am NOT looking for "cookie-cutter" site or a template. This site needs to be 100% unique, original, and professional as it will become the authority site for a particular niche and it will represent my business. I will provide samples of other sites that I like, logo, sitemap, and content for each page. This site needs to use XHTML/CSS and be easy for me to update on my own (I am a developer myself and know HTML). I am not looking for a CMS or dynamic site.

Will pay $500 ($250 now, $250 when its finished) via PayPal for a 10 (or so) page site, which includes all graphics, complete pages with content (provided by me), internal links, contact forms, etc. PM me samples of your work, qualifications, and references. Must be US or Canada based.

Also, if I like your work I may have more work for you in the future.

The designer that I hired isn't working out too well so I am looking for another. I am having two main problems with the current designer:

1. Lack of responsiveness to my emails
2. Not following my specific instructions on how I want the site to look

Again, I am NOT looking for a template site. Most of the portfolios I've seen posted on this thread appear to be more template-based or the English language skills are lacking.

There has to be a Designer out there who can create a UNIQUE site, is based in the US or Canada, and is responsive, right?
