Need Designer / Design Firm - No Coding, Just Design

I need a Designer / Design firm for website designs (not coding), 2D, 3D completely original logos, brochures, business cards, etc.

They need to show their portfolio, be swift (I am dealing with many clients) and can do controlled budgets, per project.

Example Payout: 20 Dollars for Homepage design, 10 Dollars each additional page, for that website.
Example Logo/characters Payout: between 10 and 55 dollars - 2D :: between 40 and 95 dollars 3D

and so on...
