No, this is not a promo. It's their standard pricing and it's been that way for quite a while. You will need to apply at www.fabulous.com for a monetization account along with a list of domains you have. Try and include your best domains to get accepted as they can sometimes be fussy and might refuse you if your domains don't meet their quality and/or quantity standards.
