Is it Possible or Legal to buy Ebay Partner Network accounts?

Scenario: A client is interested to buy a product website which is monetized by Ebay Partner Network. Now both he and seller face a problem: Ebay is currently not accepting new partners into their network, so he will be unable to purchase the site.


Questions:

1. Is it possible for him to use another account or buy someone's EPN account?

2. If it is illegal, why? If it is legal, what is the process?

3. If legal, do you know someone who sells EPN accounts? If so, email me at [email protected]. NP will be offline for 2 days so it would be impossible for me to view this thread for your comments or any info. In exchange I will give you a positive iTrader. Hope this is not against NP's rules (Mods, you can delete this part if not allowed, thank you).

4. Do you know of anyone who has gone into similar situation?

Because eBay approved the account for the seller, not the buyer. The seller was the one who entered a contract with eBay by agreeing to eBay's legal provisions and terms of use.

They are still accepting new partners - where did you get that information? They're just more particular than they used to be about who they let into the program.
