They don't "run out", ICANN is just handing out the last 5 /8's to the RIR's. The RIR's will then be able to hand them out.. so they're not "gone" yet.

Maybe with this news ISPs will get off their asses and get going with IPV6.

ICANN gives an /8 to ARIN, for instance. Then ISP;s that need an IP block request it from ARIN.

You can't "invest" in IP blocks. You can have one delegated to you if you're an ISP and you pay the yearly fees.

The age of IPv6 is upon us.

It is currently estimated that the RIRs will themselves run out of IPv4 in September. After that, if they need IP addresses they’ll receive IPv6.

Yes, but I believe there is already some sort of gray market for IP addresses. I guess it's going to boom now (if it's cheaper than upgrading to Ipv6).
