I'm new to IDNs

Ok, ive never taken any notice of IDN's until now and dont own a single IDN

I found a small country in arabic which is available to register under .com - do these type of names sell?

All Arabic country names have been taken. You might've found the "Official Name" available and those will probably get 10 type-ins a year. If not the official name, it might be accented which means 0 value.

If you need help with Arabic IDNs I'd be way more than happy to help you out. Just make sure to buy smart when working with other languages since you rely more on PPC than development.

Or are you taking about a NON-Arabic speaking country available in the Arabic word?
