I am starting a hosting company and want to offer a free .com, .net , .org or .info domain with every hosting plan. I wanna be able to register domains just like godaddy , not to ressel them.

No, according to that, you have to have $70,000 sitting in the bank and $6,500 in fees paid to ICANN. You may lose the first $2,500 if they don't approve your first application. Two big names in the web hosting industry (HostGator / Micfo) are "simply" eNom resellers.
