How do I upload a moving Avatar. $150NP

It is just an image and not moving but when I 'save as' it's moving so what do I need to do to get it moving?

Also I am resizing it at shrinkpictures.com

The Joker is supposed to be clapping.

I'll pay only $150NP to only one person who can explain how to do it step by step.

The 1st person that explains it to me simple enough for me to actually do it gets the $150NP.

If it can't be done then no one gets any NP$

It needs to be a gif Image.

Most image-resizing sites won't keep it as a gif.
