Help w/ Development, Administration........ news feed, etc.

How can I administer site myself in the beginning?

I am contemplating on starting a new project with not much knowledge on the development aspect, therefore I come here and ask you guys who are in the similar industry.

Lets say if I were to pay someone to start this project, give him the design/content, & an idea to similar sites out there. And, the site is up and running, however there are key things that I would like to focus on and need your guidance on how I can accomplish some of those things and how easy would it be for me to administer?

One of the key things I would like to offer is news articles, celebrities gossip, latest fashion news, etc., but how and where can I get those news from? I mean, if I do not have a writer to update the news article on daily/weekly/monthly basis, can I copy/paste the text from other sites and give credit to those sites? Or, do I need their permission in writing first? If I were to write those articles, HOW and where I can place those articles on the site? I mean, that would be another .html page and I would have to link it from the main page? (i.e., sites such as msn.com, links on main page, updates daily, different .html).

I would like to administer the site once it is live, and curious how easy would it be? (i.e., advertisements, banner sizes, managing sponsored links, payment type, credit card, paypal or snail mail & future forum section).

How are they paid normally since many website I notice offer banner advertisements, however they do not have any payment methods. How do they receive payment, via snail mail?

Thanks for your help and guidance.

Lots of questions!
I'm still a noob myself really, but here are some quick answers:

Administer site:
I would say put wordpress on your site.
http://wordpress.org/

Free Content:
http://www.articleshaven.com/

Paid advertising:
google adsense
cj.com

I think they both pay by cheque.

RCRiver: Thanks for those links. I am not looking for google adsense or cj.com... I'd like to place the banners myself.

Maybe I'm not understanding what you mean, but cj.com does not place banners for you.
You apply to different companies, and if they approve you, then you can choose from their banners, and then you place them yourself on your site.

e.g. if you go to:
http://www.alldomainparking.com/

scroll to the bottom of the page, there is a godaddy banner. I chose that banner from all their available banners, and then placed it myself on the site.

I am sorry for not being clear. What I meant to say was, lets say I own a site and a vendor wanted to advertise on my site and/or wanted me to post a banner on the site for certain time frame and they pay me directly?

for example, I own a plumbing site, and a local plumber wants to advertise on my site with his banner. How do I collect the payment from him?

I understand now.

It's just like any other ecommerce site then, except your product is ad space.

I've been involved in setting up large ecommerce sites, but the merchant account, payment gateway provider e.t.c ends up costing a lot of money

Off the top of my head, couldn't you just setup an ebay buy it now auction and direct the plumber to that?
