Depends. The "exact searches" isn't always reliable, and "google hits" isn't a good indicator. The word "the" shows up in the keyword planner as having 1,220,000 exact searches (You really think anyone is searching for "the?") and returns over 25 billion "google search engine hits" but other than being a 3 character word has no commercial value.
Use common sense - is there a market for the domain? Who would buy it and why?
