Retrofitted
Many houses, apartments and other buildings were retrofitted after the last big earthquake that brought down some Bay Area freeways, among other structures; so, this may be the reason the projected homelessness from a major quake is only 50,000.
Nevertheless, since the two plates in the Bay Area are not slowly sliding by each other, like in other areas that have regular small earthquakes, but rather mostly compressing up against each other, a big earthquake is not a matter of if it will happen, but rather when and where it will happen along the San Andreas fault.
I expect anarchy will follow a big quake. I can remember a few years ago an armored car flipped over in Oakland and pinned a guard inside. While the guard was pinned down people nearby jumped into the back of it and made off with about $500,000. I don't think that the money was ever recovered.
