If you have an account balance less than the purchase price of a domain you can't apply it towards a new domain. I purchased a .net a few weeks ago and decided to return it within the grace period. It stated a $1 service charge and I accepted that. So $6.04 - $1.00 = $5.04 account balance. You can't buy a domain for $5.04 and this will not apply to any purchases you try to make.
I called today and to my surprise somebody picked up (more on that in a second). I explained the situation and she said "they're working on it" for the future. She said I could add one of their block priced, bulk prepaid plans (minimum $50) so I could use the balance to purchase domains. I asked wouldn't that leave me in the same position - with an unusable balance - and she said yes.
So basically if you have a balance of less than $6, you just lost it.
And what is this "working on it" language? Sounds to be like code for not getting the job done. If they really want to work on it just take off the service charge they put in to make this situation arise in the first place.
It took me three calls, two voice messages, and a few emails before I got a hold of them. No replies to emails and no returned voice messages.
I've touted moniker before, but this type of tactic is pretty low.
