Company That Offers Premium Domains if You Create the Business

I saw a while ago a company that had owned a bunch of top tier single word domains, and their model was to find people who would launch a business on their domains. Assuming the business needs to hit targets to keep using the domain, and the company that owns the domain earns a percent of the company for bringing the domain to the table. Anyone know off hand a company that does this?
