1. You are supposed to be in a EU country to have one, which leaves out a huge chunk of domain investors.
2. EU countries speak many languages. Which do you register? With the exact ccTLD, you pretty much know the country of origin and language of the site.
3. I think .eu pulled a huge percentage of names they judged to be false TM claims in the landrush.
4. I think those figures are for sites in Google, which may not pick up parked, undeveloped or non resolving sites.
5. I'm not quite sure I'd call 9 million registrations or sites "failing". Slow maybe, but probably not a failure.

.name is about the worst extension I can think of. The whole concept was pretty off-the-wall and the second level reg fix didn't really help much or for very long.

13.37% of .eu sites are unique/actively developed. Most of the page count in Google's SERPs is from the official European Union sites. adding -europa to the count drops it down to 3,490,000.

The reasons for .eu failing:
Moronic intellectual property protection framework.
Selection of a third rate ccTLD registry venture to run the .eu ccTLD.
Incompetence of above morons.
Lack of protection of trademarks and Intellectual Property.
Massive cyberwarehousing and cybersquatting problem.
Morons in management of Eurid making a mess of the landrush.
Landrush phase launched without working domain transfer mechanism.
Not a lot of people in the EU use .eu.
Main choices in EU for domains are .ccTLD or .com.
Have I mentioned the morons in Eurid making a mess of the landrush?
The most deadly of all - .eu is considered irrelevant.

i guess this is what i was most curious about. i was wondering if there is a correlation between limited acceptance of the EU as a socio-political-economic institution, and acceptance as a tld. tho this may not be the place for such a discussion, that is what i was wondering. sorry if i am hijacking the thread a bit.

to get back on topic, i probably agree with .name and .pro as lowest on the tld totem pole.

Do you really think .Biz is that bad? For some words i think it's a pretty good extension.
