Best freeware for building mini sites? Or other methods?

Any advice? I have some topical sites that may only be relevant for shorter periods and want to go the mini site route - what's the easiest method?

For fast minisite development RSS feeds work best for me personally. Whether its a combo of PHP/SimpleXML in conjunction with a simple custom layout or a WP blog that is auto updated using RSS feeds its a very effective method to building them IMO.
