Best Mini Site Builder Software?

I was considering building my own mini sites and found a review that said XSitePro was the way to go.

Any thoughts what software to use?

I am a newbie to development... And had a few quick questions:

w.r.t Drupal, Wordpress, Joomla:

- Which of them offers best SEO possibilities? (even if add-on plugins are required)
- I feel Joomla is restrictive about categories and sub-categories, Wordpress and Drupal score better here?
- If we were to have multiple users for the admin, which of the tools offer best permission management?
- Which of them offer the best templates?
- Lastly, if I were to initiate a news website with multiple verticals (entertainment, spots, news, business, travel etc)... Which of the above would you recommend?
