Attempted .ca bid

attempted to bid on an expired domain at ns and when i tried to place the bid a window popped up stating that i had to set up a profile to bid/purchase a .ca.is it everywhere or just ns,anyone know what this is about? it was LLL.ca.

Have you bought a .ca before? You have to have a Canadian address
