Are Indian domain investors filing GST returns, and getting a refund for ITC for exports

Has any Indian domain investor, Paypal account holder got a ITC refund after filing GST returns in his or her bank account or applied for a refund. Paypal payments received in India are exports, and the government is offering refunds to exporters in the bank account. The refund details were advertised in local newspapers also.
