No body answered my question:

I bought one of their blackfriday hosting packages. The transfer failed (I'm not even sure if I entered an auth code, or was given a chance to enter an auth code) nonetheless, there is a record of my failed transfer, and a message for me to reach out when I rectify a registrar issue. This is likely my fault, as I attempted a transfer of a domain still under registrar lock, however the lock is up soon, and I will soon reattempt transfer to HostPapa.

I contacted their support to ensure my hosting package wouldn't be cancelled if I opted to transfer my domain away from HostPapa. They ensured me I am able to do what I want with my domain, to include transfer out, and still use my hosting package.

Isn't Hostpapa a webhost not registrar? I wonder if they have domains management

I was wondering this as well so I registered a domain with them. Below a screenshot from my account. As you can see, they include a Transfer EPP tab in their domain management console.
