No lie. He issued Executive Order 13769 also known as the Muslim Ban.

Except for the extent to which it was blocked by various courts, it was in effect from January 27, 2017, until March 6, 2017, when it was superseded by Executive Order 13780.

The signing of the Executive Order provoked widespread condemnation and protests and resulted in legal intervention against the enforcement of the order with some calling it a "Muslim ban" because President Trump had previously called for temporarily banning Muslims from entering America.
