I received offer for 400$ for workszone( .) com and I want your help and advice. Is this domain worth it to sell it or wait ?

IMO, yes, it's worth it to sell for $400, unless you want to hold on to it for the next 3-4 years and sell it to the end user. It's ''works'', plural (if singular, I'd definitely say it's way too cheap).
But it's also true as @gilescoley said to counter it. I'd counter at $700-800, then will try to meet in the middle. If not - I'd give it for $400.
But give it or not for $400 is really the matter of general strategy - your portfolio, expectations, financial needs etc.

from personal experience if the name doesn't have a clear end-user i won't counter offer so i don't scare the buyer away from a high price and be stuck with the name

all up to you at this point how much you are into the name how long you had it etc

Obviously, unless you really mean it, I wouldn't counter at $2000, but like to test the client's budget. At the end, as I mentioned, you can always get back to his proposed price ($400 in this case), and if he was serious in the first place - he would buy it. I personally never had a case when someone cancelled the initial bid because you tried to bargain.

This thread is on page 1 of Google at number 4 when searching for Workszone .com

Next time mask the domain if you don't want it to be indexed - it can potentially put buyers off when they see a domain they are interested in being discussed and the pricing shown to the world
