Will a .cn Make a difference in top ranking?

There are top level domain names (.com .net and .org)

But I would like to ask you, will there be a difference in weightage given to top level domain names and ccTLDs

In short, I have a keyword which I want to target, let that be "XXX-XXX"

Now, since all the domain names with that keyword has been taken with and without dashes.

I have a option of getting .name and .cn

So, should I go for it and optimize the website with that keyword?

Will we not get preference for using this cctld?

When you talk about preference I am assuming you are referring to how your website is treated by search engines in their Search Engine Results Pages (SERPS). cctlds are generally given higher rankings in country specific queries. For ex: if I go to google.com.pk and choose to search for "pages from Pakistan" a lot of the websites within the top ten will have the .pk cctld. However when it comes to general web searches cctld domains are not given preference and they may in fact loose out to general TLDS like .com or .net.

IMO opinion you should purchase a gtld like a dot com. You may not get the exact domain you are looking for but a variant may be available. You can add a prefix like "online" or "e".

Cn is from China, in some search engine you will rank better for China, it is great if you want People from China, but if you want to do a site with traffic around USA, try to get a .net, .com, .us.
Another important thing, is where you have the host, if it's is in USA, this will help to rank better in USA, if you have the hosting in China, you will rank better in China....
