Why can't I upload the picture?

I have been trying to upload a tiny, 4kb picture here.
why does it say there was an error uploading, and why does my PC send a report to report this?
I've tried different small pictures, same results.

What do you mean your PC sends a report? Like a crash report? If so, then its a problem on your PC.

have you tried uploading those pictures on other forums? if you have the same problem, maybe sometime is wrong on your side.
