Where to report domains used for scam businesses?

There must be an authority site where we can report and make complaints about domains which are being used for scam businesses. When I say scam businesses I mean hyip and ponzi schemes but its not limited to these.
I reported a few domains here publicdomainregistry(dot)com/report-abuse/
and one of those domain got suspended.
But for the other domains I got these replies

Thank you for contacting us. The domain name "xxxxxxx.net" is not registered with us. Please contact the sponsoring Registrar.

How do I know where to report all such domains and get them suspended?
Please also tell me is publicdomainregistry like a domain police like icann? Or its just a registrar like godaddy and namecheap?

You would use whois to lookup where the domain is registered, and report it there. You can possibly also try the FTC or stopfraud.gov or various other sites.

PDR is a registrar, not the internet police.

I did exactly that and reported a domain which was registered with namecheap here http://www.enom.com/help/AbusePolicy.aspx

Today I got a reply from enom
Hello,

Thank you for your email regarding the domain name fivestarearning(dor)com. While the domain name does have Namecheap.com as the registrar, we do not have the ability to oversee what data are being transmitted through its site. We do not own the domain name mentioned in your complaint, we are simply the registrar that the registrant purchased the domain name from.

The issue would need to be addressed through the hosting provider to see if any of their terms of service have been violated, and would need to be addressed with the domain registrant as they should be the individual that would control what particular content is being exchanged. We have no way to police these issues as we do not control the hosting company in this instance.

While I understand your issue, we are not in a position where we can make determination of validity of your statements. If you believe you are the victim of an internet crime, or if you are aware of an attempted crime, you can file a complaint through Internet Crime Complaint Center at https://complaint.ic3.gov/ctf.aspx . You also may contact either your lawyer(s) or the local authorities in order get the issue resolved. We will assist them any way we can.

Which means enom will not take action even when it is so obvious that a domain registered through them is involved in hyip/ponzi scheme.
But on the other hand publicdomainregistry suspended the domain as soon as I reported it to them.
I think it varies from registrar to registrar. Some of them take action and some don't.
i am yet to come across a domain used for hyip fraud which is registered with godaddy. Maybe they are strict about it that's why ponzi/hyip admins choose enom/namecheap for registrar.

P.S. I visited ic3.gov site and tried submitting a complaint but I abandoned it in the middle because the process is very lengthy and they require my real name address and other details.
