This has happened to me before.

1. Ensure that you've been charged. In my case, the payment was just authorised on my debit card; I was yet to be charged for the domain. I don't know how it works for everyone here but I get two bank notifications for every transaction on my debit card. The first one comes immediately after placing an order on GoDaddy and it reads: 'A payment of $2.17 on Godaddy.com has been authorised on your card. If you did not initiate this transaction, please call our customer care to cancel.' The second one comes after 12 hours and it reads: 'An equivalent of $2.17 has been deducted from you account.' If you get the first message alone, you've not been charged.

2. If you've truly been charged, the obvious solution is to call GoDaddy Billing. Even if you mail/chat with Support, they'll still ask you to call Billing. In this case, you'll have to decide whether calling Billing is worth it. For an international caller like you, the cost of calling will definitely be more than the amount you were wrongly charged, especially if you used any coupon while registering the domain you were charged for.

Thanks.

check the domain at another registrar, to see if it shows available or not.
