are there any restrictions for non-american people ??

If your GD account has your correct legal info, there should also be a verification page during your attempt to register that would stop you. Well after reading this it is a really good thing I live in the US and I am a US Citizen or I could risk losing a valuable domain like Easter.us which is developed too or some of the other decent - good dot US Domain names I have.
