are there any restrictions for non-american people ??

If your GD account has your correct legal info, there should also be a verification page during your attempt to register that would stop you. You could test it with a random hand reg, and the way it should work is it will stop you before checkout. If not, DO NOT checkout, if GD screws up you don't want to be held responsible. Well after reading this it is a really good thing I live in the US and I am a US Citizen or I could risk losing a valuable domain like Easter.us which is developed too or some of the other decent - good dot US Domain names I have.
