Just got off the hook with Nominet, the UK Internet registry office. That was regarding a domain I was eyeing and which says SUSPENDED.
They told me that if the owner of a domain fails to renew, it goes into a grace period for 30 days. Then the domain gets suspended for an additional 60 days, after which it is dropped and available for registration.
In my case, the expiry date was 15 June. The domain got suspended on 23 July, which suggests that the rules above are not very strict. The Nominet lady told me the domain should be available around 23 September, though there is no guarantee.
