I wondered if anyone could help with the rules on moving domains...

Is it possible to sell a domain on a site if its locked on another registar? .... Ör is it better to wait the 60 days?

yes, if new buyer agrees to create an account at the same registrar for a free domain push, then they can do whatever want with it including transferring when the transfer lock expires.

At godaddy this isnt a problem, other places it can be done but is a pain in the rear

probably not. It is never a biggie for someone buying domain. And it is pretty common to have to hold it for 60 day in their account before transferring it to their favorite registrar.
