The difference between conservative / free market conservation and reactionary left wing climate politices.
The right:
Leverage free market alternatives, invest in what works, eliminate what doesn't. Encourage entrepreneurs to create businesses around cleaning / recycling with subsidies and tax breaks.
The left:
Raise the price of fossil fuel until solar and wind energy are competitive. Raise taxes on roads and require new products to meet standards that solve 10% of the problem.
Make federal agencies use new "stricter" interpretations of rules passed by congress to regulate land use. Regulate water use. Don't let people build dry wells or conserve rain water for later use because that water needs to flow into rivers to the ocean.
But don't require the worst polluters, i.e. China to follow those rules because that would be racist.
