Timely identification through early testing and reporting to public health is a key control measure. It allows interventions, such as self-isolation, to be implemented as soon as possible during the period of communicability in order to prevent further spread in attempt to control further outbreaks.
Fear is the mind controller. It's normal for people to panic. The human brain has not evolved that much from our distant ancestors. Our typical response is either fight, flight or freeze. It has also been used as a tool to control people's behaviour in the past, the present and again in the future.

BTW, I chose flight - isolating in a remote community away from the mass media and mind control.
